Issuance of special permits (licences) for the performance of security guard activities

Process description

1. Request a Service (General Terms)
   An application may be submitted in person, by post or by electronic means (by sending an e-mail signed with a secure electronic signature (eParaksta) to an institution or by using an e-address of the State Police.
   By requiring onsite services, to present a personal identification document (Passport or ID card).
   
   Before submitting an application, the individual merchant, partnership or capital company shall pay the State fee specified for the issuance of the licence, see information regarding it in step 7 “Performance of payment”.

2. Request a service for the installation of security guard technical systems
   In order to receive a special permit (licence) for the installation of security guard technical systems, a merchant shall attach to the submission:
   1. a statement of a psychiatrist and a narcologist regarding the state of health of officials of an individual merchant or commercial company (representation) (except for a person who has performed a health check in a medical institution for the storage (carrying) of weapons or work with weapons, and has information regarding such in the Register of Weapons or the Register of Licences and Certificates);
   2. a statement issued by another competent authority of a European Union Member State or European Economic Area State that an individual merchant or official of the administration (representation) of a commercial company (if the referred to person is a national of another European Union Member State or European Economic Area State) has not been accused or punished for committing a criminal offence;
   3. a copy of the educational document attesting that the security guard merchant's employee who will perform the installation of technical security guard systems has obtained an education in the fields of electrical engineering, electronics, telecommunications or energy.

3. Request a service for the provision of physical security services
   In order to receive a special permit (licence) for the provision of physical security services, a merchant shall attach to the submission:
   1. a statement of a psychiatrist and a narcologist regarding the state of health of officials of an individual merchant or commercial company (representation) (except for a person who has performed a health check in a medical institution for the storage (carrying) of weapons or work with weapons, and has information regarding such in the Register of Weapons or the Register of Licences and Certificates);
   2. a statement issued by another competent authority of a European Union Member State or European Economic Area State that an individual merchant or official of the administration (representation) of a commercial company (if the referred to person is a national of another European Union Member State or European Economic Area State) has not been accused or punished for committing a criminal offence.
   It should be noted that the application must also specify the employee who will manage the security guard activity (the security guard organizer) and the number of his or her security guard certificate and the date of issue.

4. Request a service for the provision of technical security services
   In order to receive a special permit (licence) for the provision of technical guard services, a merchant shall submit to the State Police Licensing Commission:
   1. an application (the application shall specify the employee who will manage the security guard activity and the number of his or her security guard certificate and the date of issue);
   2. a statement of a psychiatrist and a narcologist regarding the state of health of officials of an individual merchant or commercial company (representation) (except for a person who has performed a health check in a medical institution for the storage (carrying) of weapons or work with weapons, and information regarding such in the Register of Weapons or the Register of Licences and Certificates);
   3. a statement issued by another competent authority of a European Union Member State or European Economic Area State that an individual merchant or official of the administration (representation) of a commercial company (if the referred to person is a national of another European Union Member State or European Economic Area State) has not been accused or punished for committing a criminal offence;
   4. a copy of the educational document attesting that the security guard merchant's employee who will perform the installation of technical security guard systems has obtained education in the fields of electrical engineering, electronics, telecommunications or energy.
   5. a copy of the document attesting that the security guard management centre has been installed in the premises of immovable property owned, owned or held by the merchant (shall be submitted if the rights have not been secured in the Land Register);
   6. documents regarding the installation of a security guard management centre.

5. Request a service for the provision of Incassation Guard services
   In order to receive a special permit (licence) for the provision of information security services, a merchant shall submit to the State Police:
   1. an application (the application shall specify the employee who will manage the security guard activity and the number of his or her security guard certificate and the date of issue);
   2. a statement of a psychiatrist and a narcologist regarding the state of health of officials of an individual merchant or commercial company (representation) (except for a person who has performed a health check in a medical institution for the storage (carrying) of weapons or work with weapons, and information regarding such in the Register of Weapons or the Register of Licences and Certificates);
   3. a statement issued by another competent authority of a European Union Member State or European Economic Area State that an individual merchant or official of the administration (representation) of a commercial company (if the referred to person is a national of another European Union Member State or European Economic Area State) has not been accused or punished for committing a criminal offence;
   4. a copy of the document attesting that the security guard management centre has been installed in the premises of immovable property owned, owned or held by the merchant (shall be submitted if the rights have not been secured in the Land Register);
   5. documents regarding the installation of a security guard management centre;
   6. a document certifying that the vehicle intended for the merchant's inasure guard is equipped with a global navigation system.
   7. establish an internal control system for the prevention of money laundering and terrorism and proliferation financing in conformity with the requirements of the Law on the Prevention of Money Laundering and Terrorism and Proliferation Financing and submit a document certifying it.
