Service requests
An application may be submitted in person, by post or by electronic means (by sending an e-mail signed with a secure electronic signature (eParaksta) to an institution or by using an e-address of the State Police.
By requiring onsite services, to present a personal identification document (Passport or ID card).
The application shall be accompanied by:
1. a copy of the document certifying that the merchant owns or has possession of immovable property in which fireworks and theatrical pyrotechnic articles are intended to be stored, sold or manufactured;
2. a copy of the security guard contract attesting that the premises, warehouses and shops for the manufacture of fireworks and theatrical pyrotechnic articles are equipped with a fire detection and alarm system and a security alarm system connected to the central security guard panel of the security guard merchant;
3. a plan of storage rooms and a warehouse location plan for receipt of a special permit (licence) for the manufacture or wholesale of pyrotechnic articles;
4. an opinion of a psychiatrist and a narcologist regarding the state of health of officials of the administrative authorities of an individual merchant or merchant and employees of a merchant;
5. a list of employees, specifying the given name, surname, personal identity number or date of birth of each employee, if the personal identity number has not been allocated, and the position;
6. a copy of the document equivalent to the pyrotechnic certificate, if the employee has not received a pyrotechnic certificate (special permit (licence) for receipt of pyrotechnic services);
7. a contract of employment, a contract of undertaking or a copy of other contracts concluded with employees for the performance of the work in question.Receipt of services
The State Police Licensing Commission shall, upon receipt of the submission and the documents appended thereto, take a decision regarding the issuance of a licence or the refusal to issue a licence in accordance with the procedures specified in the Administrative Procedure Law and inform the merchant of the decision taken.
A licence may be obtained in person in paper form or by sending an electronic document in the form of an electronic document to the electronic mail address or e-mail address indicated in the applicant's application.
In case of a refusal, the submitter shall be informed in person, as well as an extract from the minutes of the meeting of the State Police Licensing Commission in relation to the decision taken to refuse to issue.Make a payment

State fee for the issuance of a special permit (licence).
The amount to which the State fee for the issuance of a special permit (licence) shall be payable:
1. for the manufacture of fireworks and theatrical pyrotechnic articles, EUR 1422,87;
2. defined classes for the wholesale, retail or retail sale of fireworks and theatrical pyrotechnic articles, or for other commercial activities EUR 1422,87;
3. for the provision of pyrotechnic services, EUR 1422,87;
A merchant who has paid the State fee referred to in Paragraph 1 .2 or 3 and has received the relevant special permit (licence), shall pay the State fee for the issuance of another type of special permit (licence) referred to in Paragraph 1, 2 or 3, as specified for the issuance of a repeated special permit (licence).
If the application is submitted and the special permit (licence) is issued in the form of an electronic document, the State fee referred to in paragraphs 1, 2 and 3 shall be payable, applying the coefficient 0,9.
The State fee shall be paid prior to the receipt of a special permit (licence) and the payment shall be made through a payment institution which has the right to provide payment services within the meaning of the Payment Services and Electronic Money Law.
When issuing a special permit (licence), the licensing commission shall ascertain in accordance with the procedures specified in regulatory enactments that the payment of the State fee has been received in the State budget.
