On 12 December, 2022, a seminar on combating economic crime “Data Flow Analysis” took place. The seminar was organized by the State Police and implemented within the framework of the European Economic area grant 2014-2021 programme “International Police Cooperation and Combating Crime” project No.EEZ/VP/2020/1 “Support to the State Police for increasing effectiveness and quality of economic crime investigation in Latvia”. 22 officers from the State Police gathered at the State Police College in Ezermalas iela 10 to improve their knowledge on the structure of computer networks, types of communication, interception, analysis and decryption of data streams.

The seminar was given by an expert in the field, research assistant at the Institute of Electronics and Computer Science, Mg.sc.comp., Mg.phys. Kirils Solovjovs. Participants were introduced to the theoretical background information on the structure of computer networks and the types of communication - LAN and WLAN. It also covered common data traffic vulnerabilities and techniques that can be used to intercept, analyse and decrypt data flow. At the end of the day, participants received certificates for their participation in the seminar and for their mastery of the topics covered.

Ruslans Grigs, Head of the Cybercrime Combating Department of the Main Criminal Police Department of the State Police, emphasises the significant contribution of the seminar to the daily duties of the specialists of the State Police:

“The seminar “Data Flow Analysis” is designed to improve the knowledge of specialists on the design of computer networks, types of communication, interception, analysis and decryption of data flows. Data flow analysis is essential for investigating cybercrime, including capturing electronic evidence. Based on the information from the analysed data, investigators can choose the most appropriate tactics to guide future investigations and make more targeted decisions.”

Throughout this year, within the framework of the project No EEZ/VP/2020/1 “Support to the State Police for accelerating and improving the quality of economic crime investigations in Latvia”, the State Police actively organised various educational seminars and conferences for law enforcement authorities. Topics covered include the dark web, money laundering and the crime of illicit distribution of audiovisual content and how to combat it. Not only local industry professionals, but also invited foreign experts shared their theoretical and practical knowledge.
