Last week, on April 30th, around 19:00 , it was recorded that someone with particular disdain kicked the flowers placed at the base of the Freedom Monument. Law enforcement immediately commenced a search for the individual, and in collaboration with the security personnel of a nearby shopping center, they apprehended a man born in 1992. On May 2nd, the individual was subjected to a security measure - detention.
Last week, on April 30th, around 19:00, Riga Municipal Police officers observed on city surveillance cameras that a person aggressively kicked flowers at the base of the Freedom Monument and left the scene after committing the offense. Responding promptly to the incident, law enforcement immediately initiated a search for the individual. Surveying the surroundings and coordinating with municipal police colleagues, information about the possible route of the person's movement was obtained. At around 22:50 in the vicinity of the Central Station, officers from the Riga Eastern Division of the Riga Regional Administration of the State Police, in collaboration with security personnel from a nearby shopping center, apprehended a man born in 1992 suspected of committing the offense.
In connection with the incident, the State Police initiated criminal proceedings under Article 231, Paragraph 1 of the Criminal Law, namely for gross disturbance of public order, which manifests as blatant disrespect for society or shamelessness, ignoring generally accepted norms of behavior, and disturbing the peace of individuals, institutions, or enterprises (business entities), or organizations (hooliganism). Committing such a crime is punishable by imprisonment for up to two years or by temporary deprivation of liberty, probation, community service, or a fine.
On May 2nd, the individual was subjected to a security measure - detention. It should be noted that the person was released from custody on April 10th of this year and had previously come to the attention of the police several times for various criminal offenses. Investigation in the criminal proceedings continues, elucidating both the circumstances and motives.
The State Police reminds that no person is considered guilty until their guilt in committing a criminal offense is proven in accordance with the law.
